小范围的定位不准确是不影响天气数据的，而且精准定位的天气变化很快，容易造成误差。建议还是优先以城市天气为参考。
此时修复后台GPS定位时间改为10分钟检测一次，从而决定是否获取天气数据（注意是后台自动行为）。
另外修复首次安装用户第一次打开出现白屏问题。
这个版本主要还是优化上一个版本的问题，上一个版本并没有解决完整，这个版本改变了一种方式，进入先选择城市或定位，这样体验会好很多（对没有定位权限或者未开启网络的人）
