ASSETScope is the ASSETS project mobile application to give Social Economy Organisations (SEOs) and their employees a practical, low-cost way to measure social impact and working conditions. The sector faces a known difficulty. Smaller or less experienced organisations struggle to apply the available evaluation methods, and doing so is resource-heavy. ASSETScope reduces that effort by placing validated self-assessment and self-development tools into a single mobile application, with pre-designed templates and frameworks taken from the project's evaluation tools.
The application covers three assessment instruments. The first measures the social impact of SEOs using a Social Return on Investment (SRoI) method. The second maps the position of an organisation in its wider ecosystem using Social Network Analysis (SNA). The third assesses the quality of working life and the reskilling and upskilling needs of social economy employees.
The SRoI questionnaire is the analytical core of the application. It quantifies socio-economic outcomes by translating project effects into monetary value through a Value of Travel Time (VOT) approach, which prices the time that beneficiaries, workers, and partners save when a service or activity becomes more accessible. The user provides general inputs, including total project cost, a basic hourly wage, and a five-year time horizon, then estimates outputs across a defined set of impact indicators. These cover direct and indirect labour, community resilience, local networking and collaboration, wider social cohesion, accessibility to social services, knowhow transfer, local value chain efficiency, local identity, social innovation, and the environmental value of avoided transport emissions. Each indicator is built from concrete operational questions and is weighted by a user-defined prioritisation ranking.
The SNA questionnaire asks each organisation to identify its main collaborators and the frequency of interaction, then sharing the assessment onward so partner organisations also respond. This produces a connected picture of the ecosystem, identifying influential actors, collaboration patterns, and gaps.
The Working Conditions questionnaire gathers structured responses on working conditions and skills, forming the basis for a planned AI-driven guidance component that will give employees personalised reskilling and upskilling advice.
ASSETScope is GDPR compliant, with secure authentication and attention to data protection across the assessment process. It was produced through a user-centred design method and an agile development process, with regular testing and feedback from Living Lab participants across the ASSETS project's case study regions. By combining self-assessment, monetised impact estimation, real-time employee feedback, and network mapping, ASSETScope helps social economy organisations measure outcomes that are otherwise hard to value, lower the resources needed for evaluation, and strengthen both their social impact and the working conditions they offer.
