It is probably a companion app to some book site. It can’t help you with reading books - it wants to be some consumption platform. Shouldn’t be called a „reader” - name is misleading.

You are somewhat correct when you hypothesise that this is a companion app. This app is primarily used by students to access their texts. The institutions that they are attending provision the titles to their bookshelves. If you are not associated with a class that is using Reader+ you won't find any titles on your bookshelf.
