【プロローグ】
S県C村で殺人事件が発生。遺体で発見された男性は、両目を大きな裁ちバサミで貫かれていた。
「私は、S県C村で発生した殺人事件に関する情報を持っています」
東京地裁で公判中の元大学教授、関本爽二朗がこの事件の情報を持つと話したため、彼は特例で身柄をC村分署の留置所に移された。
関本の担当は、主人公・北条紗希が所属する署内の窓際部署である特殊警ら課（通称：特ラ課）が受け持つこととなる。事件資料を一通り確認した関本は、自信満々に言った。
この事件は都市伝説の怪物“ブラインドマン”の仕業である、と——

ブラインドマンを追う捜査の最中、紗季たちは「秘密クラブ」の存在を知る。
名前からしていかがわしい商売を営んでいると判断した特ラ課は、
嫌がる紗季を無理やりクラブに潜入させて真相を探ることに。
