Can’t buy locked puzzles

My grandson loves this app. I’ve tried unsuccessfully several times to buy the locked puzzles. I always get error message: Cannot connect to App Store. Why?

One of the best games ever my daughter is always playing on it and I even had to but her the premium version . Recommend it for any toddlers that are entering school in a year or so . Begins to start off their minds and engage them with real life circumstances, I hope u download it and have fun.
