I downloaded this app out of curiosity -my verdict is that one could achieve personal goals if they commit to consistent effort. My goal was to improve my concentration at my job. The instructor is breaking down the process into manageable steps, they are simple to follow. You assess the effectiveness by gauging your state before and after. Give it a try and see if the app works for you- it sure worked for me!
