本院的核心服務範圍主要以松山地區居民及台北、宜蘭地區國軍人員為主，為建立優質社區醫院，成為台北地區軍民全人健康守護者自許，因此本院角色及功能定位如下：
1.提供服務地區全人醫療照護是本院的宗旨。
2.提供社區民眾完善的疾病照護與保健常識之衛教。
3.提供社區民眾重症疾病與緊急醫療完善服務，並接受地區醫院的轉診。
4.配合政府衛生政策與國防部軍醫政策，促進國民健康，成為社會安全網最堅強的一環。
5.以提供能滿足大多數民眾的醫療需求為首務，但同時以病人為中心，建構安全的就醫環境，追求品質提昇，成為社區信賴好鄰居。
6.配合建軍備戰需要參與演習任務及研訂軍陣醫學研究發展計畫。
7.平時負責北部地區官兵健康維護，戰時支援第三作戰區收療受傷官兵及民眾，並執行各項醫療任務。
