المُطّلع؛ تطبيق إخباري عراقي يسعى لإحداث تغيير بذهنية القرّاء عبر ملاحقة المعلومة والحدث وطرحها دون تضليل أو تحريف والعمل باستقلالية تامة، لا يتبع المُطّلع جهة سياسية ولا يميل لطرف دون إخر ويؤمن بأن المصداقية أسمى لأن تكون هدفاً ذا قيمة.
يشرف على إدارة المُطّلع مجموعة من الطلبة العراقيين المحايدين فكراً وعملاً والموهوبين بمجال الصحافة ونقل وصياغة وسرد الأخبار كما تصل من مصادرها. لا يسعى المُطّلع لتحقيق غرض مالي أو سياسي أو ديني قدر سعيه لوضع القرّاء في الصورة والحدث ويرفع شعار "الرصد والمتابعة والتحليل".
