Fixed crashes when updating or approving the variation there are invalid locations in it.

Supervisors now can also modify the variations and then approve. Variations List page does not show variations with status Complete or VO Paid.

Bug fixes for job completion

This version includes minor UI improvements for displaying the user rates.

This version fixed an issue where the job detail page will crash when the rate does not exist yet.

In 1.3.7, some rates now do not require to upload photos to complete the job.

This version had minor UI improvements for location images. If all the required images have been uploaded, the UI will be updated as well to reflect the status.
