1. Customer creates $STATE as User on metaSTATE City.
2. Customer deposits t$STATE.
3. Customer finds merchant with NWOMerchant App installed and registered.
4. Merchant enters amount of payment with $STATE & scans user debit card.
5. Amount is debited from user wallet and credited to merchant wallet.
