This app creates PDF from photos and PDFs. It can merges PDFs. It optimizes/minimizes the final PDF file size. While you create a PDF, the app shows file size to you.
When you submit PDFs to your government or bank (for marriage proof, loan etc.), they usually have a PDF file size limit. You cannot submit PDFs big than 5MB (for example).
