Kalimba Tuner is a tuning app created by musicians (under a generous definition of musician) to be both accurate and fully customizable down to the specific hertz. The app has a selection of default tunings, but you can also save your own tunings with whichever notes you want.

Create tunings by selecting notes or entering frequencies.
Play Back Tapped Notes:
Enable playback mode and target notes will be played back when you tap them.
Choose Any Hertz:
In addition to choosing notes by name, you can enter a specific frequency.
Data Is Backed Up:
Your tunings are backed up securely in your iCloud and synchronized across your devices.
