A few bug fixes around timing and an enhancement to the add penalties bottom sheet.

- The remove button on the add penalties bottom sheet now only shows when there is more than 1 penalty added.
— Bug Fixes —
- Fixed issue where timers moved slightly with every tick.
- Fixed issue where starting and stopping the time in under a second repeatedly would result in no time being run off the clock.
