Tamper Lock closes that gap: it locks the Shortcuts app behind your face, so nobody holding your phone can switch your protection off. While Tamper Lock is on, apps can't be deleted either - so Shortcuts can't simply be removed to get around it. Unlock it for a minute at a time from inside Private I.
