Fix mobile sync system: prevent silent data drops and progress-tracker corruption
- Sync queue no longer deletes an item until it is verified fully
acknowledged - previously a submission could be marked "complete" while a
captured reading (e.g. Facility Consumption) was still unsent, silently
discarding it
- Removed a stale-closure race in the submission progress tracker that could
reset a submission's displayed progress to 0 mid-sync
- Progress-tracking calls that update an existing tracker no longer fabricate
a broken, zeroed-out one if that tracker was already cleaned up mid-flight -
they now skip safely and log it instead
- Sibling meter tasks with an already-linked reading are now promoted to the
same final status as the base task during the final checklist sync, instead
of being left stuck at an earlier status
- Added a Sync Diagnostics log (Settings) recording queue and
progress-tracker events for troubleshooting a stuck or wrong-looking sync
