Budget day is 28 October. Write your own 2027-28 Budget now, then set it beside the Chancellor's once it is published. Model estimates, not official forecasts. Be the Chancellor and write the 2027-28 Budget. Change taxes, benefits and departmental budgets, then see what it costs, who gains and who loses, and whether it meets the fiscal rules, on the OBR's March 2026 forecast. Not affiliated with HM Treasury or the UK Government. Model estimates, not official forecasts. THE WHOLE BUDGET - Every major line of 2027-28 spending (£1,472bn) and receipts (£1,375bn). - Change 43 tax controls, from income tax, National Insurance and VAT to capital gains, inheritance, stamp duty, alcohol, tobacco and air passenger duty. - Change 41 departmental budgets, overseas aid, and the rates of 17 benefits, including the State Pension, Universal Credit and PIP. - Combine up to 12 measures and cost them. THE PUBLIC FINANCES TO 2030-31 - See borrowing, debt and debt interest to 2030-31, and test your Budget against the stability and investment rules. - Try 8 market conditions, such as gilt yields and Bank Rate 1 point higher, and see if the same Budget still meets the rules. - Optional economy feedback adds the OBR's fiscal multipliers, off by default. WINNERS AND LOSERS - See the average gain or loss for each tenth of households by income, in pounds a year or as a share of income. - See the Barnett consequentials your departmental changes give Scotland, Wales and Northern Ireland. WHAT IT MEANS FOR ME Describe a small household and see how your Budget changes its 2027-28 position in pounds a year and a week, line by line: income tax, National Insurance, Universal Credit and Child Benefit, or State Pension and Pension Credit. An illustration, not advice. CAMPAIGN Three fiscal events: set a Budget, watch the forecast move by a simulated change drawn from the OBR's past revisions (not a prediction), and see where the rules stand. PROMISES AND SERVICES - See which Government commitments your Budget keeps or breaks, or cannot be judged against, with wording and sources. Not a score. - See what a departmental change could pay for, such as staff or places, where a published unit cost exists. TWELVE CHALLENGES AND A SHARE CARD Twelve real dilemmas for a Chancellor, each with its own goal in its own units, from paying for a pay rise to holding your margin. No score. Make a share card on your phone. YOUR BUDGET VS THE CHANCELLOR'S The UK Budget is due on 28 October 2026. Once published, the Chancellor's measures that the model can represent will appear beside yours, costed with the same model, with no app update needed. The app lists any it cannot map, with the reason. WHERE THE NUMBERS COME FROM Published data under the Open Government Licence, including the OBR's March 2026 Economic and fiscal outlook, Budget 2025, Spending Review 2025, DWP benefit tables, HMRC's ready reckoner and the ONS's effects of taxes and benefits. Information runs to 3 March 2026. Every source is listed in the app under About & sources. WHAT IT DOES NOT DO - It is not a current forecast. It starts from the OBR's March 2026 forecast, and the Chancellor's Budget is compared on the same baseline. - Effects are direct: people and firms do not change what they do, except where HMRC's own figures allow for it. - Decile figures are averages from survey shares. Some taxes, such as corporation tax, are not shared out by income. - Council tax, business rates and dividend tax rates are not included. - The model has not been independently reviewed. PRIVACY No account, no tracking, no adverts. Your Budgets and progress stay on your phone. Costing sends only the measures you chose to our calculation service over an encrypted connection, so the app needs internet. If you use "What it means for me", the household details you enter are sent to calculate your result and are not stored; they stay on your phone only if you choose "Remember on this phone". An independent teaching tool, not produced, endorsed or approved by HM Treasury, the UK Government or the OBR. Nothing in it is financial advice. Questions or corrections: support@urdev.dev
