The free version lets you sample the performance and accuracy of MusicToMusic by letting you transfer a set of featured playlists to any of your music accounts.
A small in-app purchase is required to unlock the ability to transfer your own playlists.
— REQUIREMENTS & LIMITATIONS —
MusicToMusic requires access to your music library to be able to transfer music between different accounts.
Restricted Apple Music accounts, such as (but not limited to) those for kids under 13 years of age, cannot be used.

Works very well
It costs $2.99, but it works as advertised and is worth every penny. The only downside is you can't select and transfer all your playlists because the query will time out. The transfer time is on the order of seconds or minutes, so not it's not a major problem to individiaully transfer your playlists. I have only used the service to transfer Spotify playlists to Apple Music.

Doesn’t work
It only move the title but no songs from my playlist waste of money

We ran a number of tests in the last few days and the results indicate that the iCloud music library synchronization issues you have been experiencing have been fixed by Apple.
