Prevent flyout activation on map pan (ArcGIS only) Issue: Pan gestures on the ArcGIS map were erroneously triggering the flyout menu, leading to unwanted menu activation during navigation. Root cause: Interaction handling conflated pan events with click/hover triggers for the flyout component. Test coverage: Verified in My Active Call, Track Units, All Incidents, Active Incidents, and Waiting Incidents. QA confirmed no regressions in map click/selection behavior.

This is a maintenance build. No user interface changes in this release.
