“Sổ tay đảng viên điện tử” là kênh thông tin chính thống, quan trọng của Đảng bộ thành phố để tuyên truyền, phổ biến, giáo dục đường lối, chủ trương của Đảng, chính sách, pháp luật của Nhà nước, các nhiệm vụ chính trị của thành phố... Đồng thời, đây là công cụ nắm bắt, quản lý hoạt động của đảng viên.
“Sổ tay đảng viên điện tử” gồm các thư mục như hồ sơ đảng viên, họp chi bộ, học tập nghị quyết... Phần mềm cũng có thể tích hợp “nút” biểu quyết trực tuyến để sẵn sàng cho việc tổ chức sinh hoạt chi bộ trực tuyến khi Trung ương cho phép. Mỗi đảng viên sẽ được cung cấp một tài khoản để truy cập “Sổ tay đảng viên điện tử” thông qua trang web trên máy tính hoặc tải ứng dụng trên điện thoại thông minh.
