Application is very inconsistent. When filing a report, random steps will be skipped occasionally, making the submission useless. If you need to go back a step, the application often hangs and loses the data you have entered so far. The previous application was more stable.

No matter how many time you have to register they transfer you to another place that you have to register. You have to hunt just to find out how to pay the water bill. DONT WASTE YOUR TIME.
